Role Purpose
SME – Buildings/Construction Role (B3 or C1 – Offshore)
Job Description: We are seeking a highly experienced and knowledgeable Building Subject Matter Expert (SME) to support a Dubai Municipality project related to service optimization till year end 2025. The SME will be responsible for providing expertise in building construction, maintenance, and management to facilitate the review and optimization of existing processes, technologies, and services at Dubai Municipality. The primary focus of the role and the overall project will be to improve customer services through the development of a comprehensive roadmap for optimization.
Responsibilities:
- Conduct a thorough review of the existing building-related processes, technologies, and services at Dubai Municipality.
- Analyse the current state of building construction, maintenance, and management practices to identify areas for improvement.
- Collaborate with stakeholders to understand their requirements and challenges related to customer services.
- Contribute to development of detailed roadmap for the optimization of building-related elements, with a focus on enhancing customer services.
- Provide expert guidance and recommendations for implementing best practices in building construction, maintenance, and management.
- Work closely with the project team to ensure the successful design of optimization initiatives.
- Stay updated on industry trends, regulations, and advancements in building technologies to incorporate relevant insights into the optimization roadmap.
Qualifications:
- Proven experience as a subject matter expert in building construction, maintenance, and management, preferably in a municipal or governmental setting.
- In-depth knowledge of building codes, regulations, and standards in Dubai and the UAE (this is preferred)
- Strong analytical and problem-solving skills with the ability to identify opportunities for process improvement.
- Excellent communication and interpersonal skills to effectively collaborate with diverse stakeholders.
- Demonstrated ability to develop and implement strategic plans for optimizing building-related services.

- Assumes responsibilities as the main client contact leading engagement w/ 10-20% support from Consulting & Client Partners.
- Develops, assesses, and validates a client’s business strategy, including industry and competitive positioning and strategic direction
- Develops solutions and services to suit client’s business strategy
- Estimates scope and liability for delivery of the end product/solution
- Seeks opportunities to develop revenue in existing and new areas
- Leads an engagement and oversees others’ contributions at a customer end, such that customer expectations are met or exceeded.
- Drives Proposal creation and presales activities for the engagement; new accounts
- Contributes towards the development of practice policies, procedures, frameworks etc.
- Guides less experienced team members in delivering solutions.
- Leads efforts towards building go-to-market/ off the shelf / point solutions and process smethodologies for reuse
- Creates reusable IP from managed projects
